MINUTES of a meeting held at the

Town Hall Welshpool on Friday 26th March 2010 at 11.15am

This meeting was held as the Annual Meeting of the Committee

2.00      MINUTES OF THE LAST MEETING

These were approved as a correct record.

 

3.00      ELECTION OF A VICE CHAIR

Nominations were sought for a vice chair for the ensuing year and Cllr Paul James was duly elected.

 

3.01      FUNDING OF THE COMMITTEE

The secretary has made contact with the three County Councils affected to seek £250 pa each to support the work of the Committee.

Shropshire Council has agreed. Ceredigion was to take it to their Cabinet but to date no confirmation.  Powys County Council refused.

The Secretary is to write again to Powys County Council (via Cllr M Jones)  and the Ceredigion (via Cllr Paul James)

 

A discussion took place around the funding issue and it was suggested that community councils should be asked to contribute.

It was AGREED that this idea would not be taken up until the County Council situation had been clarified.

 

4.00      BANK ACCOUNT

A separate bank account is being set up for the Committee.

5.00      MATTERS ARISING

The matters arising from the minutes are covered in the minutes in the appropriate place.

 

6.00      GENERAL DISCUSSION FORUM

The following items were raised by the members of the meeting:

 

    Seat reservations are done manually, Arriva have changed the system to improve the service.

 

    It was confirmed that all students this year (Aberystwyth University) made the journey by train without the need for cars.

 

    Identification on carriage doors is A and C and the stickers are on the windows of the doors so that they can be seen.

 

    Anchorage points for child seats in trains was considered not to be practical.

 

    The Machynlleth sign on the eastbound platform is spelt incorrectly and needs to be adjusted.

 

    The black Aberystwyth sign on the platform is a tourist attraction and the University is keen to keep it in place.

 

    The litter situation was pointed out with regard to the slip road leading to the station entrance at Machynlleth.

 

    Families on some trains are using seats on crowded trains for under 5’s who have not paid for a ticket leaving others standing.  Arriva trains noted this situation.

 

    There is limited antisocial behaviour on trains.  Arriva are using webcams on staff hats.  The British Transport Police and PCSO’s do police the service.

    The telephone number for the British Transport Police is 0800 405040.

 

    There are limited staff at Aberystwyth during some periods which is why sometimes there is ticket provision for that day trains only.  Sometimes University students who

    can not get to the ticket office before 5pm miss out.  Arriva trains will take this up.

 

    There is a limit on the service that can be provided due to the available stock.  Some trains are being refurbished or refreshed.

 

    There was a request from Aberystwyth University for four carriage trains to Aberystwyth. This can only be achieved if the funding for the stock can be provided.

 

    There was a request to co-ordinate buses with trains at Welshpool Station – Cllr Jones will take this up.

 

    The AM’s and MP’s are not very often at meetings.  The Secretary is to especially seek to get them to the next meeting.

 

    Train stickers – Arriva still has some problems with smoking on trains, therefore the stickers (not on windows) will be no smoking ones and not CCTV ones at this time.

 

    Welshpool Station Footbridge – after a hard winter now needs attention given to the surfacing.  The bridge is part owned by WAG and part by Arriva Trains.

 

    Welshpool Station Car Park – managed better now that Town Council has taken it over.  Any fines are a local issue for the Town Council.

 

    Welshpool Station – missing trains by people who have left it a little late.  Arriva needs to get trains out and every 30 seconds along the line counts.

 

7.00      ARRIVA TRAINS

A report was given by Ben Davies of Arriva Trains.

Some of the points raised of interest were:

 

            Hourly Service

            The Hourly service has been confirmed by a number of sources including the First Minister at WAG.  The date for implementation

            ranges from May 2011 to December 2011.  Any hourly service will be formed of two car units.

            The University did express the view that the hourly service is secondary to the 4 car units running on time.

            Welshpool expressed the opposite view that the hourly service is important to their local economy.

 

            ERTMS   

            The works should be complete by May 2010.

 

            SIGNAL CRIME

            Arriva pointed out that a current problem was the stealing of copper signal cable causing signal failure.

 

            LATER TRAINS

            The University asked if a later train than 8pm could be provided during the weekends of start and end of term etc.

            Arriva trains are to see what can be done.

       

8.00    RAIL DEVELOPMENT OFFICERS REPORT (to be published on the web site)

The rail development officer’s report was presented by Gerwyn Jones.

There were a number of publications issued for members to take away.

More publications are on the way with some related to ‘walks’.

There is a published diary of events.

Familiarisation trips for tour guides are working well.

 

9.  NETWORK RAIL REPORT (to be published on the web site)

There was no representative at the meeting.

11.00    ANY OTHER BUSINESS

There was no other business.

 

12.00    ACTIONS DIRECTLY FROM THE MEETING

The Secretary is to write again to Powys County Council (via Cllr M Jones)  and the Ceredigion (via Cllr Paul James)

A separate bank account is being set up for the Committee.

The AM’s and MP’s are not very often at meetings.  The Secretary is to especially seek to get them to the next meeting.

The secretary is to see if he can attract the bus co-ordinators to the next meeting.

The secretary is to issue dates of meetings asap to every member and then all information is to be published on the web site unless requested in paper form.

 

12.00    DATES OF FUTURE MEETING

To be Friday 22nd October 2010. The meeting will be held at Welshpool Town Hall.

To be Friday 25th March 2011. The meeting will be held at Welshpool Town Hall.

The date for the joint meeting in July is to be ascertained and then published on the Web Site.
