SHREWSBURY TO ABERYSTWYTH RAIL LIAISON COMMITTEE

 

MINUTES

 

Of a meeting held on Friday 8th August 2014 at 11.15am

1.         Attendance and apologies for absence

            The meeting received apologies for absence from Cllr M Williams, D Lewis,

            Lucy Hodson and Jacob Dafydd Ellis.

 

2.         Minutes of the last meeting

            There were no minutes to approve from previous meetings due to

            last meetings being joint with the Cambrian Coast Conference.

 

3.         Financial Report

            The meeting received a short financial report with the Secretary

            informing the meeting that the bank account stood at £954.66.

 

4.         Update on Cambrian Lines Enhancement of Services

 

4.1       The meeting received an update on progress with the improved rail

            service due in May 2015.  The Vice Chair confirmed all was on track

            and that final details over timetabling was being considered.  There

            was to be a meeting with Network Rail over final details due soon.

 

4.2       The meeting also considered the station improvements needed along

            the main line from Shrewsbury to Aberystwyth.

            The attached schedule sets out the aspirations of the meeting.

 

4.3       The following works are either under way or planned:

 

            i)          Improvements to access to platform 3 at Shrewsbury Station.

 

            ii)         Improvements to access including new lifts at Machynlleth Station.

                        Works to be completed by March 2015.

 

 

            iii)        Powys County Council have been asked by Network Rail to take

                        forward the extra car parking to the east of Welshpool Station.

 

5.       General discussions on main line railway points

            There was a general discussion regarding the main line as follows:

 

5.1       Web Site Link         

            The Secretary will check the link between the Welshpool Town Council

            Web Site and the Shrewsbury Aberystwyth Rail Liaison Committee.

 

5.2       Local Development Plan

            The Committee considered the Local Development Plans which are

            being prepared (and are at different stages) for the area.

            It was AGREED that the Committee would write to the Authorities

            seeking a policy of not developing any other rail land other than for railway             uses.

 

5.3       Carno Station

            The Committee considered the re-opening of Carno Station as per the

            request of the local community.  The work carried out by the Carno Station

            Action Group and the business case supports the re-opening of the station.

            The Committee AGREED to support the re-opening of the station subject to

            such actions not affecting the hourly train service provision.  This includes

            the improved rail service due in May 2015 and the full hourly service which

            is to be sought via the 2018 franchise.

 

5.4       Bow Street Station

            The Committee considered the re-opening of Bow Street Station as per the

            request of the local community.  However, it was recognised that there was

            much work to be done by the local community to be able to put forward

            a business case.

            The Committee AGREED to support the re-opening of the station subject to

            such actions not affecting the hourly train service provision.

            This includes the improved rail service due in May 2015 and the full hourly             service which is to be sought via the 2018 franchise.

            The Committee will consider the matter further when the business case has

            been prepared proving the need.

 

6.        Reports

            The meeting considered reports as follows:

 

6.1       Arriva Trains Wales – no report received

 

6.2       Rail Partnership – no report received

 

6.3       Network Rail

            Cllr T Roberts read a report read from Network Rail.

            The main points of note were:

 

            i)          New Network Rail Manager for the area is Ian Messener

            ii)         Level Crossing works (to make the line safer) are proceeding either

                        at planning stage or actual works.

            iii)        There are 157 crossings along the Cambrian Lines. (5 are under                             review at this time).      

            iv)        Talybont Crossing will be commissioned in September.

            v)         Llanbedr  Crossing improvements will also be September.

            vi)        Welshpool Car Park – Network Rail have asked PCC to take this                              forward.

            vii)       Improvements to Machynlleth Station are due for completion in

                        March 2015.

            viii)      No vehicular access can be provided to Dovey Junction Station.

            ix)        No special trains can be accommodated until a mobile ETRMS system

                        is available.

 

6.4       British Transport Police

            A report was given with the following being the main points:

            i)          CCTV has proved to be of great benefit.

            ii)         Fall in Crime along the line from Shrewsbury to Aberystwyth.

            iii)        Fall in incidents on the 1930 train Aberystwyth to Shrewsbury

                        most of the reported crime are Newtown related.

            iv)        A short schedule of the type of incidents was read out to give an

                        idea of the types of crimes committed.

            v)         Relocation of British Transport Police to a new location in Machynlleth

                        is under way.

 

7.         Date of next meeting

            The date of the next meeting is to be

            Friday 3rd October 2014 at 11.15am at Y Plas Machynlleth.

            The following actions are to be taken forward:

                        Post minutes on Web Site

                        Letters of support to the Minister on Carno Station.

                        Letters of support to the Minister on Bow Street Station.

                        Letters to County Councils on Rail Land retention in LDP’s.
