It was pointed out by Cllr E Jones-Williams that the Coast Line must be included in any consultations going forward and that many along the Coast felt that they were possibly being missed out and that is why there was a low attendance at this meeting from the area.

The Secretary confirmed all were invited to the meeting and that the meeting was held in Machynlleth to try an accommodate all.

The point was accepted.

 

2.         Minutes of the last meeting

 

2.1       The meeting approved the minutes of the last meeting.

 

2.2       The item regarding Steam Trains along the coast was raised. A note was sent

            out to the members who were on email but with no response to an early

            meeting. It was agreed that we need to push for the hourly train service

            as a priority and also to push for a mobile ETRMS unit which would in turn

            support a Tourist Train (including steam) along the cost.

            This item is be kept on the agenda when considering the franchise.

 

3.         Actions taken since the last meeting

The meeting received an update on actions taken since the last meeting as follows:

            a)         The last meetings minutes were posted on Web Site

            b)         A  letter of support to the Minister on Carno Station was sent

                        with the proviso that any such opening would not affect the

                        introduction of the hourly train service proposals

            c)         A  letter of support to the Minister on Bow Street Station was sent

                        with the proviso that any such opening would not affect the

                        introduction of the hourly train service proposals

            d)         Letters to County Councils on Rail Land retention in LDP’s. were sent

                        with limited replies from both Ceredigion and Powys County Councils.

            e)         The Cambrian Lines Steering Group did consider the comments

                        made from the last meeting..

 

4.         Update on Rail Improvements

The meeting received an update on the following:

 

4.1       Enhanced Rail Services

The timetables for the revised services to come into effect in

May 2015 are near enough there and will be published in

February 2015 in readiness for the introduction date.

 

4.2           Station improvements

The meeting was updated on the station and rail improvements at various stages of implementation as follows:

 

            i)          Shrewsbury

                        Station enhancements are ongoing with a new waiting room and                            information office in place. There is also consideration being given

                           to enabling trains to go towards Birmingham from Platform 3.

            ii)         Welshpool

                        There is money available to aid the completion of extra car parking

                        to the industrial estate side of the station. It was agreed that even

                        with this car parking extension more would need to be provided in due

                        course.

            iii)        Newtown

                        No alterations are planned at this time.

 

            iv)        Caersws

                        There is a need for more car parking and this is being investigated at

                        this time by Network Rail.

            v)         Machynlleth

                        There are proposals for an extension to the car parking with some

                        funding available.

            vi)        Dovey Junction

                        It has been confirmed that there will only be pedestrian access to

                        this station.

            vii)       Borth

                        No alterations are planned at this stage.

            viii)      Aberystwyth

                        There are major improvements to the station. However some concern

                        was expressed about the loss of a nearby car park. It was suggested

                        that maybe an approach should be made by Network Rail to the Vale

                        of Rheidol Railway regarding possible extra car parking arrangements.

            ix)        Coast line stations

                        There are 5 more Harrington Humps to be provided at coastal

                        stations.

                        These have been funding but the programme for provision has not

                        been confirmed.

 

5.         Rail Company updates

There were no company reports from Arriva Trains, Network Rail, British Transport Police or the Rail Development Office.

 

6.           Franchise 2018

The meeting discussed the rail franchise for 2018 putting forward ideas to aid the development of proposals to suggest to the Minister.  The list of items suggested to go forward is set out at appendix A to these minutes.

 

7.  Date of next meeting

The date of the next meeting was set as Friday 23rd January 2015 at 11.15am in Y Plas Machynlleth.

(Will need to move to 30th January as the Secretary is tied up with another meeting with the Larger Councils in Mid and North Wales).

SHEWSBURY TO ABERYSTWYTH

 COAST LINES

 

 

1.         Introduction

 

1.1       The meeting put forward ideas for the Cambrian Lines services post Franchise in 2018 as a Transport Policy.

 

1.2       The Secretary is to prepare a consultation for all to put forward further ideas.  The consultation is to include:

                                    All members of the Cambrian Line Committees

                                    Town and Community Councils

                                    County Councils

                                    On the web site

                                    Via social media and news web sites.

                                    Local newspapers

 

2.         Rail routes

The following comments were made under this heading:

            i)          All trains heading through the Midlands should terminate

                        at Birmingham International and not Birmingham New Street.

            ii)         A London service direct from Aberystwyth should be put forward.

 

3.         Integration

The following comments were made under this heading:

            i)          The integration of buses, taxis and trains was considered

                        imperative.

 

4.         Rail services

The following comments were made under this heading;

            i)          The introduction of a full hourly service 7 days a week on the

                        Shrewsbury Aberystwyth line.

            ii)         The introduction of a full hourly service 7 days a week on the

                        coast line from Easter to September.

            iii)        The introduction of a full 2 hourly service 7 days a week on

                        the coast line from September to Easter.

 

5.         Rail stock

The following comments were made under this heading:

            i)          In the rail stock a need for WI was identified.

 

6.         Station infrastructure

The following comments were made under this heading:

            i)          The continued need for infrastructure improvements to stations

                        and their facilities was noted.

            i)          Such improvements include more shelters, information boards,

                        bus timetables at stations and car parking.

 

7.         Bus and other transport links

The following comments were made under this heading:

            i)          More buses to support spine routes to stations is necessary

                        in all locations on both lines.

 

8.         Tickets

The following comments were made under this heading:

            i)          Through ticketing systems need to be put in place.

            ii)         Consideration to provision of free passes to include taxi services

                        to aid transport with the lack of buses in the coastal areas.

 

9.         Marketing

The following comments were made under this heading:

            i)          A need for a full marketing programme to continue for services

                        along the lines was considered very important.

 

10.       Tourist Trains

The following comments were made under this heading:

            i)          The need for a mobile ETRMS system was considered a priority.

            ii)         A tourist train should be considered as a material consideration.

            iii)        A steam train service to aid tourism along the coast is important.
